たとえば %I のかわりに %-I と書くと 0-padding が消える、という手管もあるようだけどこれは Python の strftime がただの libc wrapper なので Python の規格にない書き方も glibc 環境なら glibc 拡張がなんとなく使える、というだけなのでやめたほうがよさそう
